Parliamentary Committees are a central point of inquiry and engagement in every Parliament – Australian, state and territory. They are the mechanism for Parliamentarians to establish inquiries, where legislation is referred for inquiry, and where Minister’s refer matters to be examined by the Parliament. This is where Ministers and Departments appear for Budget Estimates - where the budget and departmental spending is examined.
They are a key avenue for any stakeholder – an organisation or individual – to engage with Parliamentarians, in particular through inquiries, making submissions, and appearing to give evidence. They are also a way for stakeholders to seek information through questions provided to Parliamentarians.
Effective submissions are important for Committee inquiries. Making a submission that addresses the terms of reference, is concise, makes clear recommendations, and summarises what your key points are will assist all Committee Members to understand your position and issues.
If you get asked to appear and give evidence to a Committee inquiry hearing, being clear in your approach, doing your research on the Committee members, and understanding the context of the inquiry – including how it was referred or established – will lead to a more positive and impactful experience.
Senate Budget Estimates is also an avenue for organisations and individuals to engage. You can work with Parliamentarians to develop or provide questions to ask and seek information.
